Der erste Beirat war einfach von den Politikern bestimmt: Jeder Politiker, jede Partei hat seine/ihre Leute reingebracht. Und dann wurde gesagt: „Wir machen eine demokratische Wahl in den Ausländerbeirat.“ Und da bin ich aufgestellt worden. Da mussten die Vereine die Leute aufstellen, einfach als Person konnte man das nicht machen, sondern das musste ein Verein machen. Dann bin ich gewählt worden und dann bin ich lange Jahre Vorsitzender gewesen von dem Beirat. Dann hatten wir eine Ausländerkommission [Arbeitsgemeinschaft] und so weiter. Nach ein paar Jahren habe ich gesehen, dass das keine Möglichkeit ist, wenn das Ausländerproblematik ist, also wenn es da Probleme gibt wie Aufenthaltsrecht und so weiter: Man kann das in Osnabrück nicht behandeln, nicht erledigen, denn das sind Ländersachen und überwiegend Bundesangelegenheiten. Und deswegen war der Gedanke, eine Landesarbeitsgemeinschaft zu bilden. Deswegen haben wir von der Stadt Unterstützung bekommen und vom Land Niedersachsen. Dann haben wir die Beiräte, die wir kannten, die nicht demokratisch gewählt waren, weil es war kaum einer demokratisch gewählt, nach Osnabrück eingeladen. Und die haben glücklicherweise in einem Priesterseminar geschlafen. Stellen Sie sich mal vor, denn es waren auch Türken dabei. In einem Priesterseminar! Aber gut. Das war alles hergerichtet durch Nonnen. Also das war eine bisschen komplizierte Sache für Leute, die Moslems sind und so weiter. Da wurde die Arbeitsgemeinschaft gebildet und da wurde die AGkAN – Arbeitsgemeinschaft kommunaler Ausländervertretungen Niedersachsen – gegründet. Und da war auch hier in Osnabrück die erste Sitzung und da wurde ich zum Vorsitzenden gewählt. Ich war da ungefähr 16/18 Jahre Vorsitzender. Danach war die Sache, dass – wie gesagt: Von Osnabrück her kann man nicht viel ändern und vom Land her auch nicht – man einige Sachen in den Bund tragen müsste. Und das war eine Bundesarbeitsgemeinschaft, die wir in Wiesbaden gegründet haben.
