Die Schwierigkeit der Begriffsdefinition liegt darin, daß der Begriff gleichzeitig ein politischer und ein rechtlicher ist: Was zur Daseinsvorsorge zählt, ist Gegenstand gesellschaftlicher und politischer Auseinandersetzungen; "Daseinsvorsorge" ist aber auch ein Rechtsbegriff, aus dem Verpflichtungen für die Gemeinde einerseits und Ansprüche der BürgerInnen andererseits ableitbar sind.
